Sandwiches Are Not a Crime.
I would like a t-shirt that says "Sandwiches Are Not a Crime". Because it either suggests
(a) That there is a large class of people who believe that sandwiches are a crime and need to be dissuaded of this opinion or
(b) The idea that what is a crime and what is not should be decided by enumerating all things that are NOT crimes, the remainder being crimes, rather than the other way around,
both of which I think are interesting things for a t-shirt to evoke.

You should make a complimentary shirt that says "But chips are suspicious". Or it could go on the back.
Nouns (other than the ones as the short hand for the definition of a particular crime) are very rarely crimes. Even if the possession, making, or consideration of a sandwich was a crime, the sandwich itself would not be a crime.
Sandwiches are beautiful, sanwiches are fine,
I like sandwiches I eat them all the time.
I eat them for my dinner and I eat them for my lunch,
If I had a hundred sandwiches I'd eat them all at once!
A little sandwich in the hand,
Which was planned with cheese and ham,
